Retrieve expense categories

Retrieves the list of available expense categories.

• Use the id path parameter to specify the ruleset (currently only EXPENSES_DEFAULT is supported).
• The endpoint returns a list of expense categories with their values and display titles.

Typical use case:

• Retrieving available categories when creating or categorizing expenses.
